Backwards compatible key activation return Invalid license

My goal is to use RestrictionPolicy of Knox and for that, I must have a backward-compatible key activated because I have an old device. Every time I send a request for activation it always returns "Invalid license". Also, the Knox sample app admin API request differs in different devices for example in Samsung Galaxy Camera 2, I saw only 2 operations(set password rules & Lock the screen) but in Samsung Galaxy S4 mini I saw a list and the backward-compatible key also working on S4 mini. 

The app "SureLock" by 42gears is able to get a license on the same device. The only difference is that we use a development key and they have a much older commercial key.

My device:

  • Samsung Galaxy Camera 2 (EK-GC200) for the US.
  • Android version: 4.3

They also had the "invalid license" readout and fixed it by re-creating the backwards compatible key.
